Purpose

The Transportation Manager supervises and coordinates Head Start of Lane County’s Transportation Department. The manager is responsible for creating and supervising all school bus routes and stops, purchasing new school buses and hiring and supervising all bus drivers. The manager also sets and monitors Department policies, develops and manages budgets and completes all paperwork and records related to Student Transportation in compliance with all ODE, State and Federal rules and laws.

Essential Job Responsibilities

Administration/Supervision (70%)

  1. Recruit, hire, organize driver training, supervise and evaluate the performance of bus drivers.
  2. Ensure drivers meet all ODE, State and Federal training and licensing requirements.
  3. Identify and approve bus routes and ensure bus loading zones are safe.
  4. Plan and facilitate regular staff in-service meetings and training.
  5. Manage Transportation budget, assuring that expenditures are appropriate and within allowable reserves.
  6. Maintain and update policies, procedures and handbooks per ODE, State and Federal regulations and agency directives and guidelines.
  7. Perform ongoing monitoring of bus drivers for safety and adherence to all ODE, Federal and State transportation regulations including daily pre-and-post trip inspections.
  8. Schedule evacuation drills and student training twice a year. (Sept. & Jan.)
  9. Provide and plan transportation for all field trips requests.
  10. Ability to clearly communicate with parents, staff, and students in a respectful manner.
  11. Represent Head Start in a positive and collaborative way to the public.

Record Keeping (5%)

  1. Maintain accurate records/documentation of Bus Driver training, licensing, testing, physicals and driving records.
  2. Follow Department protocols in the event of a bus accident.
  3. Maintain and monitor records of bus assigned cell phones, gas and oil expenditures and routine maintenance in accordance with maintenance contract.
  4. Develop and maintain a record keeping system that includes: individual mileage records for each vehicle. A schedule of vehicle maintenance and costs for each vehicle.
  5. Complete the transportation manager and mileage report and submit to the Operations Director in a timely manner.

Planning (10%)

  1. Assess transportation and training needs and create plans to assure that both adequate transportation and qualified drivers are available to meet agency needs.
  2. Provide training opportunities for Bus Drivers. Provide ODE with all forms and information that is required.
  3. Provide safe route and riding information and training to children and families.

Maintenance / Facilities (5%)

  1. Ensure safety equipment is in vehicles at all times.
  2. Arrange for repairs, maintenance and annual inspections of all school buses and other Head Start vehicles as needed.
  3. Arrange for back-up vehicles when necessary.

Misc. Job Responsibilities (10%)

  1. Conduct and attend meetings and training as appropriate.
  2. Perform other duties as requested by the Operations Director.
  3. Follow Head Start’s policy on confidentiality.
  4. Enrollment in Child Care Division- Central Background Registry required prior to hire.

Knowledge/Skills/Experience Required

  1. Valid Oregon driver’s license, current First Aid and CPR cards.
  2. Minimum High School Diploma or GED, Associates or Bachelors Degree in business or related field desirable.
  3. Strong knowledge of school bus transportation systems, ODE, State and Federal regulations.
  4. A minimum one year of experience as a transportation supervisor or three years as a school bus driver. Supervisory and training or management experience is desired.
  5. Working knowledge of state and local regulations governing the transportation of children to and from school.
  6. Strong oral/written communication.

Physical/Mental Abilities and Processes

  1. Understanding of Early Childhood Education and age-appropriate behaviors of children ages six weeks to five years. including at risk, special needs, gifted and culturally diverse populations.
  2. Substantial decision making and problem solving relative to personnel, safety, fiscal, and operations management.
  3. Occasional lifting up to 50 lbs. Occasional kneeling, stooping, and bending.
