Position Purpose
The Outreach Manager will be the lead person in the outreach and support to staff and families whose primary language is Spanish. The Outreach Manager will have a variety of responsibilities:
- Develop, maintain, and strengthen partnerships with other agencies outside the organization that can provide information, assistance, and support to Head Start of Lane County.
- Assist Family Support Interpreters in providing community resources and culturally sensitive service delivery to Spanish-speaking families.
- Provide supervision, mentoring, and training for the Family Support / Interpreters.
- Manage Community Partner Relations. Interface with community partners and openly represent the agency among public officials, businesses, other agencies, and the general public.
- Attend agency, community, state, and national meetings as requested by the supervisor.
- Provide support for the Regional and Assistant Regional Managers with the implementation of professional development plans and program performance evaluations for Spanish-speaking staff as needed.
Essential Job Responsibilities:
Performance Indicators
- Translate Agency-wide written materials from English to Spanish for overall program use.
- Provide translation (English/Spanish) for professional documents/communications of official use for distribution within the program and in the community.
- Attend case management meetings, consultations, and staff meetings as necessary.
- Organize and lead the Family Support/Interpreter monthly meetings.
- Provide information, referral and coordinating efforts to link staff and families with appropriate community resources.
- Collaborate with local agencies, community service organizations and educational providers and partners.
- Supervise, train, direct and evaluate the Family Support Interpreters.
- Conduct Bilingual (Spanish/English) wage differential testing for eligible staff.
- Other duties as requested.

Training
- Deliver training to Spanish speaking staff, topics will include both specialized and trans-disciplinary subject matter and promote collaborative teaming.
- Collaborate with community organizations to collect and disseminate additional information and arrange ancillary training and services.
- Collaborate with consultants to ensure implementation of training.
- Coordinate training regionally and program wide to parent/care givers in Spanish with Family Support Interpreters assistance.
Compliance and Monitoring
- Receive monthly case management reports from Family Support Interpreters.
- Participate in the planning and implementation of the annual self-assessment process.
- Ability to read, interpret and apply federal guidelines to daily operations.
Knowledge / Skills/ Experience Required
- Bachelor’s degree in Family and Human Services or related field OR
- Minimum of associate degree and 5 years’ experience in Social, Human, or Family Services.
- Requires advanced Spanish/English verbal and written translation experience, minimum one to two years’ relevant experience.
- Strong knowledge of local community resources.
- Frequent significant decision and problem–solving abilities.
- Ability to work as a team member collaborating with staff, parents and community resources.
- Ability to respond appropriately to an emergency or a crisis.
- Intermediate to advanced computer skills, internet and e-mail.
- Current enrollment in the Childcare Division- Central Background Registry.
- Valid Oregon Driver’s License, proof of current auto insurance and access to transportation.
- Must have flexible schedule to accommodate family needs, which may include some evening or weekend hours.
- Must be Pediatric CPR & First Aid certified within 30 days of employment
Physical/Mental Abilities and Processes
- Must be able to effectively operate a motor vehicle, as local travel is required.
- Must be able to work without intensive supervision.
- Must be able to balance and prioritize workload.
Position Information
- 50 weeks per year
- Exempt position/Non-Bargaining Unit
- Supervised by Head Start/Early Head Start Director
